中草藥係我國固有國粹，使用傳統中藥已有超過數年的歷史背景，及廣被認同的醫治療效，備受各國人士之青睞。加上近年來由於西藥長期服用所導致之副作用及現代尚無藥可醫之罕見疾病，世界各國越來越重視天然藥物的開發，使中草藥產業出現莫大的商機。
2000年全球中草藥銷售額已超過200億美元，並且正以每年10% 的速度成長。自美國食品暨藥物管理局 ( Food and Drug
Administration, FDA ) 在2000年8月10日公佈「植物藥產品審查準則草案」( Guidance for Industry-Botanical
Drug Products-Draft Guidance ) 之後，植物藥品正式列入管理範圍，且 FDA 同意中草藥或植物藥在進行藥物試驗時，可先跳過臨床前的毒性評估及第一期臨床試驗階段。對新藥研發的廠商而言，這項措施將可大幅降低新藥開發成本約
300-500 萬美金，同時也可將新藥研發的時程由 8~12 年縮短為 3~5 年，因此使得中草藥在全球藥品市場迅速發展，更為世界各國掀起一股草藥研發熱潮。 |

| 從植物原料的鑑定與採集，到最終產品的生產製造，台灣在中草藥領域中無論是講求功效、安全性或品質都具有相當的基礎發展。對於許多具有潛力的中草藥治療方法，利用台灣現有優勢所建立的研發平台，對發展成一般的用藥有很好展望。 |

botanical materials, through to the manufacture of the final
finished product, Taiwan has the infrastructure in place to
ensure the efficacy, safety and quality of its herbal medicines.
Furthermore, by leveraging Taiwan’s existing strengths, this
system sets up a platform for the development of as-yet-undiscovered
new herbal-based therapies for diseases that remain untreated
by conventional pharmaceutical means. |
